Who must apply for authorisation?
All companies offering services related to manual car care, wheel change for cars and wheel storage, must apply for authorisation from the Norwegian Labour Inspection Authority (Arbeidstilsynet). This also applies to staffing enterprises that hire out labour who works with these services.
Only companies that have been granted authorisation can legally provide such services.
Providing manual car care, wheel change, and wheel storage encompasses:
Manually performed car care
Manual car care (bilpleie in Norwegian) means that you perform
- manual internal and external car washing
- maintenance and repairs on painted and unpainted surfaces, as well as car interiors
- repairs to minor damage, such as scratches, stone-chip, and similar issues
- painting of car doors, hatches, roofs, wings or entire vehicles that does not require the removal and refitting of parts that could affect the vehicle’s safety (for example, when masking and painting a bumper fitted with sensors without removing the bumper)
Wheel change for cars
Wheel change (hjulskift in Norwegian) means that you change from summer tyres to winter tyres or the other way around. Wheel change include the mounting/de-mounting of tyres that are mounted to rims.
Wheel storage
Wheel storage (hjullagring in Norwegian) means that you store summer tyres or winter tyres. Wheel storage entails the storage of tyres that are mounted to rims.
You should not apply to the Labour Inspection Authority for authorisation if you
- are approved by the Norwegian Public Roads Administration (Statens vegvesen) (vegvesen.no)
- carry out paintwork on car doors, hatches, roofs, wings or entire vehicles, where the paintwork involves the removal and refitting of parts that may affect the vehicle’s safety (requires approval from the Public Roads Administration)
- only provide an automated car wash service, such as an automatic car wash at a petrol station
- only provide self-service car wash facilities
Companies that provide automated or self-service car wash facilities must apply for authorisation if they also provide manual car care, wheel change, or wheel storage services.
